2008年8月21日，應L-3 Communications Mobile-Vision, Inc.的申請，美國國際貿易委員會對固定電臺和無線傳聲器啟動337調查。涉案產品是電視錄影系統的組件，主要用於警車從交通中斷地撲捉音頻資訊。
在本案中，美國國際貿易委員會初步確定了11家被訴企業。其中，韓國2家，中國香港1家，其餘8家均為美國國內企業。這11家企業分別是（1）Enforcement Video, LP d.b.a WatchGuard Video of Plano, TX；（2）Trinus Korea, Inc., of Republic of Korea；（3）Trinus Systems, Inc., USA of Norwalk, CA；（4）Telex Communications, Inc., of Lincoln, NE；（5）Safety Vision, LP of Houston, TX；（6）KCi Communications, Inc., of Lake Zurich, IL；（7）International Science Ventures Co., Ltd., of Republic of Korea；（8）ICOP Digital, Inc., of Lenexa, KS；（9）Digital Ally, Inc., of Overland Park, KS；（10）TriSquare Communications (Hong Kong) of Hong Kong；（11）TriSquare Communications USA of Kansas City, MO.。
